  The circular postmark is 31–35 mm in diameter. The outside vertical height of the four horizontal bars to the right of the circle is 19–20 mm.
1999 August 31:
  The circular postmark is 33–34 mm in diameter. The outside vertical height of the four horizontal bars to the right of the circle is approximately 16 mm. Note that the year is upside down.
